I don't know about the whole C.E.L.L units, but in Crysis 3 i just feel bad about them. Sure they are mean and evil. But those troopers were forced to work for it. They are no soldiers. Remember the mission: Red star rising? That's when whole chaos is happening to all cell units, you can hear them screaming on those recorded arm wrists, getting messed up. Also the part when these flamethrower aliens are coming in, burning all cell units.....that moment i realized i feel sorry for them.
Now i always shoot them in the leg instead the head or torso

Actually, if you read the Escalation novel, you realize they really are just victims, a big part of them know that the big bosses are evil, mucho only work because the contracts and that CELL "buy" all the worlds's armies. They only want a live for them, and theit families, and with CELL world domination, there's no other way.
